question you have to ask me, hashtag fox 29 weekend. i want to do what everyone is getting trod do, one of our loyal followers on twitter she's says i'm waiting for fox 29 weekend to start. overall it's about the eagles. they're out of town today, out in san francisco playing the '9ers later this afternoon so it's not a home game for us but we have plenty of sporting events in the area including nascar down in dover delaware. karen just mentioned it. it will be a beautiful but warm day and those nascar fans are loyal and they are always out very early so i'm sure the tailgating already beginning and down in dover you should see a high temperature of 85 later today. very warm with plenty of sunshine. you definitely need the sunscreen. it's going to feel very hot out there under the direct sunlight. ultimate doppler still very quiet. high pressure in control. we've got some clouds streaming in from the southwest. and that could bring a few more clouds than what we is you yesterday. otherwise it's very comfortable early this morning, only 48 up in the poconos, 50 in allentown, 51 in pottstown. a big difference once you get

into the city. 61 degrees, it's currently in the low 50's in south jersey, it's 57 in dover right now. so a crisp start to any tailgaters down in nascar but it will warm up quickly. patchy fog out towards our west where we're down to a half mile in lancaster. parts of south jersey two and a half mile visibility in wildwood so the fog is pretty patchy but it could be dense in spots. it will burn off very quickly. 78 by noon and sunny, 84 will be the high temperature later today. fall returns in the seven-day forecast. we'll have that for you still ahead. karen. >> thank you caitlin. breaking news coming in right now this morning. four people are occurring after a shooting. this happened just a couple of hours ago in the 2800 block of hope street. police say this was a drive by shooting. right now they are searching for the gunman. >> new this morning, two people are in the hospital following an overnight fire in northwest philadelphia. >> this happened in the 7400 block of stenton avenue. that's where serena is standing by. >> reporter: good morning, guys. some really scary moments for

residents out here and their ordeal isn't over. let's take a live look. dozens of residents at chestnut terrace waiting to be allowed back into their homes. police are escorting small groups and families inside to gather their belongings but they can't stay for long. now, the fire happened just after 2 o'clock this morning. officials say it was likely no accident. they're calling the fire suspicious. apparently there were two small fires, one on the first floor, the other on the third floor. firefighters say they smelled gasoline when they got to the scene. now, cops do have one suspect in custody, they're questioning him now. two people were hurt, a 56-year-old man and a 61-year-old woman. they were taken to the hospital. he had second degree burns. she had smoke inhalation. now, listen to one mom who says she had to rush her family to safety. >> by the time the fire alarms went off we were engulfed in black smoke.

>> reporter: how scared were you? >> my adrenaline, we need to get out. people were screaming, panicking. they were trying to jump. they were thinking about jumping. they couldn't get theirself in control to jump. it's sad. kids were screaming. the fire people came and they couldn't get down. crazy. >> reporter: just really, really terrifying. again, two people in the hospital, one suspect in custody and the red cross is on the scene assisting anybody who needs help. karen, lauren, back to you. >> thank you so much. lots of news on this morning. police are looking for a person hoop shot a woman in philadelphia's strawberry manassas section. this happened just after 8:30 last evening. this is the 3200 block of moore street. piece police say the assemblywoman in extremely critical condition. >> this morning's cover story the philadelphia schools cheating scandal just this week two more educators arrested and charged criminally in the cheating scandal.

prosecutors say barbara mcqueary former principal of communications technology high school and arthur marlton leader ofback technical school tampered with and forged test scores. they're the sixth and seventh educators to be arrested for cheating. dom giordano joins us. this is so disappearing to hear. we hear from teachers and educators don't cheat. >> well, absolutely, lauren and the reason that it's often given is at least the female in this case is that the pressure was unrelenting to meet certain scores, et cetera, and saddamly, this is happening it's believed our mess in philadelphia goes back into camden, atlanta, all over the country this is happening. >> and what kind of message does this send our children when they see the leaders in the school system committing crimes like this? >> well, it sends a very bad message. it sends a message that you just mentioned about cheating and also sends the message they don't think these kids are good enough to meet what

should be acceptable standards n philadelphia this week as this story happened, huge numbers of kids are not up top grade level standards which in my mind are minimal if they're going to be a success. >> and that's troubling of course to parents who are looking at this now saying who are my students to trust when they go off to school. >> well, lauren, the thing of it is this. standardized tests take up sometimes an ungodly amount of time and there's this issue of too much pressure but we don't know what kids are learning unless we have these kind of barometers and the kids are being measured across the state and it's good to know if they're not up to snuff they can get remediation so they don't end up teaching kids in their junior or senior year that can't write, can't think, can't spell. >> so, what do you do in these situations dom when you have the pressure of having to meet the test scores but having students that are under performing. >> what i think has to happen lauren is many schools of a

similar demographic background have met the stan today. it's not something you can do before the test. this is an ongoing issue in the school of setting clear standards, getting remediation and keeping kids on the mark. so what i'm saying is schools likeback and the others they have schools and also districts that are as not as affluent as others and they're able to get kids to do well and to pass. there's no excuse for cheating is what i'm saying. >> absolutely not. how do you entrust parents to know that these things are -- they're happening but they're not going to always happen? >> well, right. and again, the message is this isn't the greater majority of teachers and educators, they're fine people who are working trying to comply with these standards and often they're up against it. parents really are the ones that have the most impact on this in keeping their kids, you know, getting enough sleep, doing their homework, those kinds of things. the teachers in school have a part in it. so, we want to be clear this is a minority of interests. why did the other teachers then able to bring kids up to

vinegar half cup. liquid smoke, a quarter cup. don't overpower it. then spices. black pepper, granulated garlic. little bit of seasoned salt, pinch of garlic powder, some plane old salt and a pinch of mustard powder. and a little cinnamon in here. and what are we going to do with all that? see this whisk? whisk it all up. you can make the sauce the night before. i actually like when it sits overnight 'cause all the flavors get to meld together. if you want to get it spicy, add some frank's hot sauce, add some crushed red pepper. don't be afraid to be generous little siracly ha sauce,

i mean, every other city has their real housewives franchise and we have so much going on here in philadelphia. a lot of the show i hear it's based on entrepreneur women who are in business, philanthropic. it might be a little bit different angle they're going here in philly i hear. >> you're so well connected in this community. tell us who are the names that you're hearing that are buzzing out here that they might approach for the show. >> i hear they approached beth shack. you might remember her. she has a million dollar shoe collection am she made her money in poker and she's also been on another reality show, the millionaire matchmaker. she's very brassy, very forward. she played in a man's world as a poker player. i think she could go to the mat with some of these women. >> does this really benefit the women in any way? it might put philly on a good stage and make us look bigger and better and shine a spotlight on our city but what

about for the women? does it do anything for them. >> i think it real does help them. when i first started hearing this was happening, the response on my blog philly chit-chat.com was amazing. i got 11,000 hits on who could possibly be on this? they're interested. the women they're maybe in berks it will elevate their profile, maybe they have a charity and they want to get awareness out there. one of the names i heard kerry matthews, she runs jayden's dream. i'm pretty sure she's going to be on this show. jayden's dream is about autistic children am she has unnoted activity particular child. that will raise the profile awareness, education, how to take care of autistic children, the needs of autistic children am i think that's a great show, a great venue. >> you heard it here, hughey says it's coming to philly. we'll have to wait and see. thank you for your perspective. >> thank you so much. >> of course you can let us know was think about this, real housewives of philly. tweet us hashtag 29 weekends.

to remotely shut down your vehicle whenever you miss a car payment. just recently there was a mother in las vegas. she needed to rush her 10-year-old little girl to the emergency room but she couldn't because her van wouldn't start. she was three days behind on her monthly car payment. can you imagine just threadiness her car lender kept her car in park. this is becoming more and more a popular trend among dealerships but is this legal? attorney heather hanson is skyping with us this morning. let's start with the big question. is it legal? >> it is legal. unfortunately this is like a high tech repo man and the company owns the car, the borrower is borrowing the car and therefore they are sort of at the whim of the company as to when they want to repo the car. >> why would anyone agree to do this? who are the people that are getting these loans in this situation? >> that's part of the problem. these are people who are very high risk. for the left hander to actually give them the cars and lend them the cars it has to be with certain conditions. one of the condition center city you have this technology in your car that they can

track you so that you don't just take off with the car and they can actually turn off the ignition so you can't start the car if you're late on your payments. >> the stories on this have just been so difficult. we hear people that have been stopped, maybe they're filling up their gas tank and all of a sudden the cars shut off. >> it's an interesting story because it doesn't jive with what the companies are telling us. the companies are telling that you say they give beeping before they turn off the ignition. they give the driver an opportunity to call in and explain when they'll next make a payment before they turn off the ignition. that's not consistent with the stories we're hearing. so, there's got to be some regulation to sort of make sure that the companies are doing what they're supposed to be doing and then the borrowers ultimately will be responsible. >> we hear all these stories. you know the people that call they can be so aggressive for debt collections. we heard some of those kind of stories, hard handed tactics. >> without a doubt. and the idea as you said three days late, that seems a little bit much. state by state every state's laws are a little bit

different on this stuff but state by state there's going to be more regulation because this technology is new so there hasn't been legislation to address it. i think that will come as we see more and more of these potential abuses. >> you said a lot of people that are maybe poor that are getting hard hit by this one because they may not be a good loan risk necessarily, so they're getting overscrutinized. >> well, that's what it is. there are people who have already perhaps defaulted on loans or are already in bankruptcy and the unfortunate thing is as we know we're lucky in philadelphia but a lot of places you need a car to get to work and so these people really don't have a choice so they're doing what they can to get a car loan. at the same time because they're high risk the left hand verse to protect themselves as well. sometimes they're between a rock and a hard place but there's got to be regulation to protect both parties. >> heather thank you on this one. of course we appreciate your insight and we'll check back with you for more legal questions. is this fair to have people three days late on a car payment have their car shut down? you can let us know. just use that hashing to fox
